Peking, January 14, 1910.
In accordance with the sense of the instructions contained in your telegram No. 6 of the 11th instant, I have, in spite of requests received from the representatives of Paulings and of the American financial group, held aloof from the action now being taken by the United States chargé d'affaires, who, under his Government's instructions, is urging the Chinese to ratify the preliminary agreement of the 2nd October last in regard to the Chinchow-Aigun Railway. The ratification in question would be effected by means of an Imperial decree,

According to my American colleague, the Chinese are desirous of building the Chinchow-Aigun Railway, and would probably be prepared to issue an edict, were the preliminary agreement modified in such a manner as to be brought into line with the agreements already drawn up in regard to other lines, such as the Hukuang system.
